Definition

A post-election interval between the selection of successors and the end of incumbents' terms during which outgoing presidents and members of Congress typically have reduced political authority, making major appointments, policy initiatives, and legislative bargaining more difficult. The 20th Amendment shortened this timeframe by moving presidential and congressional term start dates earlier (from March to January), altering the window for transitional decision-making and executive action.
