Definition

A 1883 Supreme Court decision that held the Fourteenth Amendment restricts only state action and therefore Congress lacked authority under that amendment to prohibit private racial discrimination in public accommodations. By invalidating federal protections enacted after Reconstruction, the ruling narrowed congressional power to enforce equal protection and helped pave the way for segregated Jim Crow policies.
