Definition

An independent-expenditure-only political committee that may raise and spend unlimited funds from corporations, unions, and individuals to finance candidate-focused advertising and other political communications so long as it does not coordinate directly with campaigns. Its legal basis and expansion of power stems from the Supreme Court's 2010 decision in Citizens United v. FEC and subsequent rulings, dramatically increasing outside spending in federal elections and shifting influence toward outside groups.
