Definition

A process allowing voters in many states to place a proposed statute or constitutional amendment on the ballot for final approval after collecting a required number of signatures, thereby bypassing the state legislature. Adopted widely during the Progressive Era as a form of direct democracy, it reshapes state lawmaking, holds elected officials accountable, and can alter state constitutions without legislative initiation.
