Definition

A congressional design created after the Connecticut Compromise of 1787 that divides the legislative branch into separate bodies with differing bases of representationโ€”one apportioned by population and one granting equal representation to statesโ€”established in Article I of the Constitution. This arrangement slows and structures lawmaking by requiring agreement across distinct institutions, checks majority dominance, protects smaller-state interests, and shapes committee and amendment processes.
