These are the steps and procedures involved in creating, implementing, and evaluating policies at various levels of government. It involves multiple stakeholders and can be lengthy due to checks and balances.

Analogy

Think of this like baking a cake from scratch. You need to gather ingredients (information), follow specific steps (procedures), bake it (implement), taste-test it (evaluate) and possibly tweak the recipe based on feedback (amend or revise).
