Biased Thinking Patterns

Cognitive biases are mental shortcuts that distort how decision-makers interpret events during a conflict. These distortions don't just cause minor misunderstandings; they can drive leaders to escalate wars, reject peace offers, or misread an adversary's intentions entirely.

Fundamental attribution error is the tendency to explain another actor's behavior as a reflection of their character or intentions rather than their circumstances. In conflict, this is especially dangerous. If a state builds up its military because of domestic political pressure, an adversary committing this error will instead conclude, "They're aggressive by nature." That misreading can trigger a security dilemma where both sides arm themselves in response to perceived hostility that may not exist.

Confirmation bias pushes people to seek out, interpret, and remember information that supports what they already believe, while downplaying evidence that contradicts it. During the lead-up to the 2003 Iraq War, U.S. and British intelligence agencies focused heavily on reports suggesting Iraq possessed weapons of mass destruction while giving less weight to contradictory evidence. The result was a flawed case for war built on selective reading of intelligence.

Attribution error and confirmation bias often reinforce each other. You misread an opponent's motives (attribution error), then filter all new information to confirm that misreading (confirmation bias). This feedback loop makes de-escalation much harder.

Reasoning Influenced by Motivation and Perception

Motivated reasoning is the tendency to evaluate arguments more favorably when they support conclusions you want to be true. This goes beyond confirmation bias: it's not just filtering information passively but actively constructing justifications for a preferred outcome. A political leader who wants to intervene militarily will find the intelligence supporting intervention more persuasive than intelligence urging caution, even if the quality of evidence is equal.

Research demonstrates this clearly: people rate the same policy proposal more favorably when told it comes from their own party versus the opposing party. In international conflict, motivated reasoning helps explain why leaders sometimes ignore credible warnings or dismiss diplomatic alternatives.

Selective perception is the tendency to interpret ambiguous information in a way that fits your existing worldview. Two governments can observe the same military exercise and reach opposite conclusions: one sees a defensive drill, the other sees preparation for attack. This contributes to polarization between adversaries because each side genuinely believes the evidence supports their interpretation. The discomfort of encountering contradictory information (cognitive dissonance, discussed below) makes people even more likely to filter it out.

Cognitive dissonance arises when a person holds contradictory beliefs or when their actions conflict with their values. The psychological discomfort this creates pushes people to resolve the contradiction, often in ways that distort reality. There are three common strategies:

  • Change one of the conflicting beliefs
  • Downplay the importance of the contradiction
  • Add new beliefs that reconcile the inconsistency

In conflict, cognitive dissonance explains why leaders who authorize civilian casualties may reframe those casualties as "necessary" or "exaggerated by enemy propaganda" rather than confronting the moral cost of their decisions.

Enemy image is a rigid, negative stereotype of an opposing group that portrays them as thoroughly evil, irrational, or subhuman. Once an enemy image takes hold, it serves as a justification for hostility and makes compromise seem like appeasement. Nazi propaganda portraying Jews as subhuman threats is an extreme historical example, but enemy images operate in less extreme forms in nearly every conflict. They make it psychologically easier to support violence because the opponent is no longer seen as a legitimate actor with understandable grievances.

Mirror imaging is the assumption that your adversary thinks the way you do, shares your values, and responds to the same incentives. This leads to dangerous miscalculations. The classic example is U.S. strategy in Vietnam: American planners assumed North Vietnam viewed the conflict through a Cold War lens of superpower competition. In reality, Hanoi saw it primarily as an anti-colonial struggle for national independence. Because U.S. strategists projected their own framework onto the enemy, they consistently misjudged North Vietnamese resolve and willingness to absorb punishment.

Entrapment and Stereotyping

Psychological entrapment (also called the sunk cost fallacy or escalation of commitment) occurs when decision-makers continue a failing course of action because they've already invested too much to walk away. The logic runs: "If we stop now, all those sacrifices were for nothing." This is irrational because past costs can't be recovered regardless of future decisions, but it's a powerful psychological trap.

The Vietnam War is the textbook case. As American casualties mounted and evidence grew that the war was unwinnable, U.S. leaders repeatedly chose to escalate rather than withdraw, partly because admitting failure would mean acknowledging that prior sacrifices had been wasted. Recognizing entrapment is one of the most important skills in conflict de-escalation: the question should always be "What's the best decision from here?" not "How do we justify what we've already done?"

Stereotyping is an oversimplified, generalized belief about a group of people that resists disconfirming evidence. Stereotypes can be positive or negative, but in conflict, negative stereotypes of the outgroup dominate. Portraying the enemy as brutal, fanatical, or incapable of reason serves to dehumanize them and morally justify violence. Once stereotypes harden, they filter how all new information about the outgroup is interpreted, reinforcing the cycle of hostility.

Enemy images, stereotyping, and confirmation bias form a reinforcing triad in conflict. Negative stereotypes feed enemy images, which filter information through confirmation bias, which strengthens the stereotypes further. Breaking this cycle typically requires direct contact, credible new information, or a shift in leadership.
