Definition

Overhauled the federal personnel system in 1978 by abolishing the old federal personnel commission and creating the Office of Personnel Management, the Merit Systems Protection Board, and a new Senior Executive Service to strengthen merit-based hiring, performance management, and limited collective bargaining.
