Definition

Policy development involves researching, creating, implementing and evaluating policies to address specific issues in society.

Analogy

Think of policy development as writing an essay. You research your topic (identify the issue), write a draft (create a policy), edit it based on feedback (implement changes), and then get graded by your teacher (evaluate effectiveness).

Policy Agenda: The set of issues policymakers consider important. It's like the list of potential essay topics you might choose from.
