Definition

Implementation refers to carrying out, execution, or practice of a plan, method, or any design for doing something. In terms of governance it means putting into effect policies passed into law.

Analogy

Imagine implementation as building a LEGO set - you're taking the instructions (or policies) and putting them into action to create a final product.
