Civil Service: The body of government employees who are hired and promoted based on merit rather than political connections or patronage.
Merit-Based System: A system of employment and advancement in which individuals are chosen and promoted based on their ability to perform a job, rather than on the basis of political connections or other factors unrelated to job performance.
Federal Wage System: The pay system used for federal government employees in blue-collar or trade and craft positions, as opposed to the General Schedule which covers most white-collar federal workers.
