Tenements are multi-occupancy buildings that are usually old and occupied by the poor. They're often seen in highly populated urban areas.
Imagine tenements as an old, worn-out school bus filled with too many passengers. It's still functioning but not very comfortable or appealing due to overcrowding and lack of maintenance.
Ghetto: A part of a city, especially a slum area, occupied by a minority group or groups.
Public Housing: Housing provided for people with low incomes subsidized by public funds.
Rent Control: Government regulation that limits the rent landlords can charge for apartments.
