Definition

Rule-making authority is the power granted to administrative agencies by Congress to create rules and regulations that have force of law.

Analogy

Consider rule-making authority as being similar to a referee in a football game. The league (Congress) sets out general rules for how games should be played, but it's up to referees (agencies) on the field making calls during specific situations based on those rules.
