Definition

In the context of US Government, neglect refers to the failure of government or its agencies to provide necessary services, protections, or attention to certain issues or sectors.

Analogy

Think of neglect like a gardener who forgets to water one part of his garden. The plants in that area will wilt and suffer while other parts flourish. Similarly, when a government neglects an issue or sector, it doesn't thrive as it should.
