New Federalism encourages return of certain responsibilities from federal level back to states, contrary to cooperative model advocating shared governance between both levels.
New Federalism doesn't exist after Reagan administration while cooperative one survives beyond that period.
There's no difference; both advocate identical distribution of power between states and central institutions with minor variations due time periods involved or political leanings at play.
In new model, only state has power; Cooperative model endorses supremacy of national authority on all matters without any autonomy awarded at state level.
