Definition

The rule of law means that everyone, including those in power, must obey the laws and that laws are enforced fairly and consistently.

Analogy

Consider rule of law as a referee in a football game. No matter who you are - whether you're the star player or just joined the team - all players must follow the same rules. The referee (the justice system) ensures these rules apply equally to everyone on field.
