Closed Rule

Definition

A closed rule is a procedural maneuver that prohibits any amendments to bills up for a vote on the House floor, unless they are recommended by the committee reporting the bill.

Analogy

Think of a closed rule as a strict teacher who doesn't allow any changes or additions to an assignment once it's been handed out. The assignment must be completed exactly as given, with no room for creativity or individual input.

Open Rule: This is the opposite of a closed rule. It allows for amendments and modifications to be made to bills on the House floor.

Suspension of Rules: This is when the House suspends its usual rules in order to quickly pass non-controversial bills.

House Rules Committee: This committee decides whether, how, and when debate on a bill will occur.
