An "étranger" is someone who is a foreigner or from another country. In French, it can also refer to something that is strange or unfamiliar.
Imagine you're at a party and you see someone you've never met before. They speak a different language and have different customs. That person would be considered an "étranger" to you.
Immigrant: A person who moves permanently to another country.
Touriste: Someone who visits a foreign country for leisure or vacation.
Culture: The beliefs, customs, arts, etc., of a particular society, group, place, or time.
