Definition

Devolution is the transfer or delegation of power to a lower level, especially by central government to local or regional administration.

Analogy

Think of devolution like a parent giving their teenager more responsibilities. The parent (central government) still has overall control, but they're allowing the teenager (local or regional administration) to make some decisions on their own.
