Definition

A group within a standing committee that specializes even further into specific aspects of the larger topic handled by its parent standing committee.

Analogy

If you think about your favorite band, subcommittees would be like individual band members who have their own solo projects aside from their work with the band - they focus on more specific music genres but still contribute to overall band’s success.
