Floor Debate

Definition

Floor debate is when members of Congress discuss the pros and cons of proposed legislation on the floor of their respective chamber (House or Senate) before voting on it.

Analogy

Imagine floor debate as a school-wide discussion about changing school rules. Everyone has an opportunity to voice their opinions, argue for or against changes, before finally casting their vote.

Filibuster: A tactic used in the Senate where unlimited debate is allowed in order to delay or prevent a vote on a bill.
