Definition
An agency is part of the executive branch responsible for implementing specific tasks or functions outlined by legislation passed by Congress.
Analogy
An agency can be compared with different departments in a large corporation. Just like HR handles hiring employees while the marketing department handles advertising, different agencies handle different aspects of government.
