Floor debate is when members of Congress discuss the pros and cons of proposed legislation on the floor of their respective chamber (House or Senate) before voting on it.
Quorum Call: The minimum number of members who must be present for business to be conducted legally in Congress.
Filibuster: A tactic used in the Senate where unlimited debate is allowed in order to delay or prevent a vote on a bill.
Cloture Motion: A procedure used in legislative bodies to end a filibuster; requires three-fifths majority vote.
